680 Bn US dollars is the military budget of the USA every year. The world wide annual spending of the Military is more than a Trillion US-Dollars. The Pressure on the Governments of Super Armaments (USA, Russia, GB, France, China) and the supplying Armament Industries to invest the horrendous capital sums into joint projects for drinking water in the desert of this world or for regenerative energies could be called a dream of incorrigible optimists. The fact remains, however: There is nothing stronger than the right idea at the right time! When the Western Democratic Nations begin to request disarmament of their Governments and the use of those resources for an international installation of solar power stations or drinking water plants in deserts and a complete change of heart takes place in that Russia is a specially important part of Europe and as such should be integrated into the European community with its old European traditions and values, as a full member. Then a global movement might be possible. A movement that in future will avoid to invest unimaginable resources in armaments as dead capital. This and other ideas can be found in the Handbook for Prophylaxis against Insolvency of State and Economy and the Masterplan for the Restructuring of the World Economy (Gabler Publishing 2010).

If there is anything at all good about the Economical and Financial Crisis, then it is that the pressure on Governments should be to withdraw capital from armaments and invest instead in solar- or wind power plants, in peaceful nuclear fusion projects, in nourishment science or drinking water plants. This pressure should become so strong that Governments will no Ionger be able to resist such moves. If in five years we find that mass unemployment and the waste of capital no longer exists, and that the World Economy Blocks do no longer confront each other, but have found to a fruitful cooperation of a new quality then, on looking back we might even say that there had been one good side to the crisis. The crust of the old thinking would have been cracked.

If the scarcity of capital should progress even further, and the mistrust between banks, corporations, governments and institutions should continue to exist it will be impossible to maintain the technological status of today. It will not be possible to solve the problems future places before us, such as clean energy for the national economies or the fight against hunger in this world. All mankind will be threatened with regression in all industrial, technological and social fields if we are unable to find the key to solving the problems caused by the Financial Catastrophe.

There is only one emergency exit: It is the cooperation of all advanced National Economies in actual projects without bureaucracies and conferences. The Masterplan for the Restructuring of the World Economy is only the first and most natural step to this door: The emergency Exit! Other additional measures must follow. Amongst these an international disarmament, because of its financial dimension would be the largest und politically the most important. Therefore success of disarmament talks in future should not be measured in numbers of scrapped arms but in sums of redirected capital for peaceful cooperations. The Arabian World not only will have to play an active role but will have to assume more tasks and more responsibility on a worldwide basis - as a stabilizing power on the Finance- and Economic Markets or directly as an Economic Drive.

The worldwide Super Recession will in future lead to new Cooperations and Cross - Participations for Technology transfer strategies. All countries are feeling more or less the influences of the Super Recession. These can be a high level of unemployment or shortage of basic materials or capital. If the UNO understands itself as the peacekeeping power, and the majority of the G20 States understands that only joint and concerted actions will lead to a common success i.e, the return to a worldwide growth with Greentech, only then the restructuring of the World Economy will ultimately be accomplished.

Against the unrestrained governmental bank bailout plans only a shock therapy might be succesful, that is the reinvigorated taxpaying citizen to become what he basically is - the sovereign. This, however requires political actions. If he succeeds, without losing sight of the realities then with the Prophylaxis against Insolvency for Germany (2004), and the Masterplan for the World Economy (2010) we have been successful.
